We need to display employee names of department_id 20 on the top and then all the rest of the departments employees should be in ascending order.

What you have tried till now?
Try to put a decode and assign 0 or 1 and order by on that and then on the column, which you want in ascending order.

It is just ORDER BY DECODE() ..
