What makes you think it is part of a dbms package?

Please read and follow OraFAQ Forum Guide.
"very urgent" is useless, nothing is urgent in forum.
Now I could answer to your question but I will wait a while maybe one day or two.

Regards
Michel

If this is for an interview, and this is about the plain sum() function, you could answer that is of no interest whatsoever where the "standard" functions are stored, since you apparently can call them without any prefix.
