Not sure what you mean by this? If your intention is to give TOTAL control to a user you could grant SYSDBA to the user.

You have to be more precise in your question.
As Brian said you can grant SYSDBA but in this case you are no more this user but acts as SYS.

But maybe is this just one more stupid interview question.
