On the performance issue...
I would like to know that which data type among varchar and number..
Conditions.
Table is having about 10 columns
exepected rows to be populated 10 million.
The column for which I am asking having field width Min=15 and Max=20.
Please suggest.

Your Datatype should be determined by the data you're storing, and nothing else.

Is your data going to be entirely numeric, with no requirements for storing leading or trailing 0's?
If so, pick NUMBER or INTEGER.
Otherwise, pick VARCHAR2.
