What is the use of REMOTE_LISTENERS parameter in a RAC instance
initialization parameter file?

The REMOTE_LISTENERS parameter enables PMON to do cross instance registration. All instances in the cluster should register with all listeners on all nodes. This enables all listeners to manage the connections across the instances to provide load balancing and failover.
