I have Oracle 9i under Windows 2003 at 4 CPU server. Server's RAM is 8GB.

My question is how increase transaction process in the server?
How use all CPU and all memory?

Your question still seems vague, and I'm not sure what you are asking. You use memory by allocating it to oracle, for example setting sga_target init parameter. You use cpus by running things, in parallel if appropriate but in oltp parallel often isn't. Suggest you read the concepts guide and performance tuning guide in their entireties, and specifically the following:
