import done in US7ASCII character set and AL16UTF16 NCHAR character set
import server uses WE8ISO8859P1 character set (possible charset conversion)
export server uses US7ASCII NCHAR character set (possible ncharset conversion)
IMP-00031: Must specify FULL=Y or provide FROMUSER/TOUSER or TABLES arguments
IMP-00000: Import terminated unsuccessfully



Is there any way around this?

The error message is self-explanatory.

you are missing something here.
You need to specify fromuser=user1 touser=user2
