Try putting quotes around /path-to-listener/lsnrctl start/stop. So in your example, try this:

/usr/bin/su - oracle -c "/export/home/oracle/app/oracle/product/817/bin/lsnrctl start"

Should work cause now the shell knows that start switch is part of the command.
