can i have a column date with only time values like:
hh24:mi:ss without date ?

You should have date and time for this column. In any DML action especially SELECT statement, you are allowed to query the time from this column with date. I don't know why you want to have time only. I haven't used column for time only, i think it should be worked in Oracle. Please check the manual.
