how can it be used?

In the reports documentation anchors are explained as well.

Let me explain with example,
If you are printing an address, let us have
address_1,
address_2,
address_3
if address_2 has null value, then address_3 has to print on address_2 place, so for that you have to make anchor for address_2 and address_3, you have give whether horizontal or vertical in the properties.
