We have not granted create any procedure/alter any procedure/drop any procedure to the user. The user is unable to do these from PL/SQL.

However the user is able to do the same from forms 6i interface. Any way to stop this

Do you have Forms Builder in all your user's PC? If so Remove Forms Builder, Forms Runtime will be suffecient for the users to run the application.

Hope I understood U'r problem correctly

No forms are launched on 3 tier. My problem is that a few developement machines where forms are loaded do permit the developers to see and chane code. Database in 7.3.4
