If I have a set of forms that have been completed in Developer2000. Do I need to purchase 5 complete licenses in order to run those forms clients only ?

To run those forms u don't need developer licenses but u need to contact the vendor who developed those forms and get the runtimes installed. A developer having the developement license can install the rutnimes on n number of clients for whom he develops softwares for free!!!! but the client(end user) needs to purchase oracle i.e. back end licenses in order to store data.
but again if u have the source code and now u wanna make changes urself then ofcourse u need to buy licences.
