Does anyone know if Oracle Configurator could be used as Application Development tool?

Our company is currently using Oracle Forms to develop our applications. Our Oracle Consultants are recommending that we convert all of our applications into Configurator. Has anyone here done that? Is it even possible?

I know very little about Configurator except that it is suppose to be a front end for Order Management.

Any advice / knowledge would be helpful!
