If I finished working with a project, then It's ready for use by costumer can I run it on a machine that does not contain oracle developer2000 installed and no oracle database installed?

User machine must have Forms Runtime installed, and (assuming your project performs Oracle database I/O) the user must be able to connect to an Oracle database, and have rights to use any tables, views, synonyms, sequences, functions, etc that your project uses. If no database access is required, you can use a null ON-LOGON trigger to make a database connection unnecessary.
