Is there a way on getting the date+time of the computer(operating system) in forms without connecting to the database? I need to find out the time before connecting so I can't use sysdate. Does D2KWutil have some function I can use for this purpose?

Use $$Date$$ or $$Datetime$$ depending on if you want time too.
