dbms_utility.get_time returns time in number. can you say what is the unit? sec? milli sec? micro sec?

This function finds out the current time in 100th’s of a second. It is primarily useful for determining elapsed time.

Return Time is the number of 100th’s of a second from some arbitrary epoch.

then sometimes it returns a negative number. what does it mean?
