I cannot create a database through "iSQL*Plus DBA".
I can create tables etc. I am logged in as Sys and Sysdba. Anyone have any ideas why I cannot create the database? I am using CREATE DATABASE. Is it possible to create a database through the Web interface "iSQL*Plus Dba"?

i dont think so .becos using isqlplus u have to connect to some database. u cant connect to an idle instance or startup with an init.ora file.

I think is for security reason.
The isql run over the user http and oracle need make or alter files to create a database.
check the log of http a try to find something like that.
