Can a Replication master database be the primary database from which a standby database is maintained ?

Yes, that would be possible. However, when you do fail- or switchover to the standby site, you might need to take special precautions to keep the replication going. For example, you may need to update the TNSNAMES.ORA file on all sites, etc.
