what is the configuration to create a fresh database in a newly installed oracle , so that performances should be good

There is not one single way to create a database 'so that performance should be good'
Think about it, why would Oracle Corp. offer other configuration possibilities if there is 1 way that always performs well ?

Read the installation manual, read about Oracle and then decide what db you need.

If you want a db for learning at home, don't bother about the performance of the database, you won't hit the db's limits anyway. Do bother to write performant queries though ! (db-tuning is only the last 10 % or so of total tuning)
