It depends on what you are doing. If you need a publicly accessible website - Oracle Forms is not the best tool. If you need an enterprise class system with real-time data validation - Forms is the better tool.

Folks every day write buggy & unsecure applications; which is easier to do than write reliable & secure code.
The problem is NOT the the tool chosen. The problem are the folks (ab)using the tool.
