I am looking at a standard oracle form- can I add a personalization to move a column to the end? The client just wants to move the date column position.

Is there a way to do this at run time without dragging and dropping it?

As far as I can tell, you can't rearrange form items during runtime - you have to do that at design time.

However, as your question sounds Oracle Apps.-ish, *maybe* you can do that there (but I don't know anything about it).

Looks like you can set x_pos and y_pos with set_item_property.

(Hm, why did I read it as "rearrange items by drag and drop at runtime"?)
