Hi,
Is there any view in oracle 9i like V$RECOVERY_FILE_DEST where we can check the archive destination space utilization from database end ? Please help.

No because there is no FRA in 9i.

Thanks. So is there no way to check the utilization from database end in 9i ?

You can find a Java class on the web that allows you to get disk and directory space and embed it in your database.
