What are the allowed options?
Are you ready to buy additional Oracle options or products?
Or do you want to do it by custom scripts?

There are numerous possible options, I will not a research for you that will take me several days of work.

Here's one: Never directly change part_count in one server, use a procedure that changes it in ALL servers.

Michel

you can do the real time syncronization by using oracle Golden gate all 4 database servers.
