what is the benefit or use of the extra design pages within the Paper Layout in report builder?

There are several reasons for doing this.

One would be to add a block based on a second query.

I would suggest getting yourself a copy of the Report Services Manual available as a pdf download.

It is a big manual but if you copy it at work and get it bound it costs you less than $5 bucks. A good investment!

You can then browse the TOC, read in depth and learn about how robust this product is.
