Message body in another frame? Why? All fields make a single message, don't they? So what would be the purpose of your requirement?

As far as I can tell, an ordinary Tabular style is capable of creating such a layout.

Wizard creates very basic layout. In order to achieve the result you'd like to, you'll have to do some manual work. I do that in the Paper Layout Editor.

It requires basic (manual) formatting, which includes use of Flex on/off as well as Confine on/off tools. I don't know how to "explain" that, except writing a report instead of you (and that's something I can't do right now).

Please find the parts in the Oracle Reports docs on how to switch off flex and confine as you can read someone told you about in this thread.

the method to change an ordinary tabular report is, as said in this thread, to move fields around in the Paper Layout Editor. You can even do it carefully in the previewer. Why not give it a try in the preview. Just take a field and move it.

The basic reports made by the default things are not fun at all. You HAVE to move things around. And trust me, Oracle Reports is capable of very nice reports.
