Could anyone tell me the steps to follow in a Failover scenario with 10g SE which does not support DataGuard.

Oh.. You know Oracle 10g SE not support dataguard. So; There is no failover option.

I only wanted to know the steps to follow for manual method if that exist as we did in 8i.

Yes, you can do it in the same way than in 8i.
