Connection issue with OEM [message #394944]

I am trying to connect to 10g from OEM 9i. Everytime I try to connect it says I cant get in because I dont have Select Any Dictonary privilege. The DBA advised I do have the Select Any Dictonary privilege. I can get into the 10g database using SQL Plus with no problem.

Please advise.
