In 2008 i attended the below given training and also received a completion certification from Oracle University stating my name and Enrollment ID.
"Oracle Database 10g: RAC for Administrators Release 2"

Now my question is to become OCP certified in 12c after finishing the 1Z0-061 and 1Z0-062 exams can i write the exam 1Z0-063 as i already fulfill the requirement of completion of one of the course Or should i make the course again and the course i attended in 2008 becomes invalid ?

You can sit any exam any time you want. Except that you can't sit 1Z0-063 because it is not yet in beta, never mind production.
However, the 10g RAC course is not on the list of acceptable courses for 12c. As you'll see when you look the web site, http://education.oracle.com/pls/web_prod-plq-dad/db_pages.getpage?page_id=244#10

Thanks for your reply.
If you check the 12c OCP certification path and on Step2 in the list of Complete one of the approved course you may see in the list "Oracle Database 10g Administrator Certified Master"

You only need to click the Show/Hide button to see that "Oracle Database 10g: RAC for Administrators Release 2" is also listed as acceptable courses for 12c.

I don't see that on my screen. Even if I did, what your post indicates that *you* see is that the Oracle 10g Master Certification will satisfy the pre-requisite for the 12c OCP training requirement. That's not the same thing at all as saying that the training requirements for the 10g Master certification will also meet the training requirements for the 12c OCP.

That course is not in the list for 12c. You will have to take one that is.
