Hi Guys

I want to migrate from forms 6i to 12c for that i want to install forms 12c on developers system. Do i need to install weblogic server locally for development as well?

You need to install more than just a local Weblogic like in 11g. You need a full-blown installation of Weblogic, and that is no easy task.
However, you can install a stand alone version for forms 12c, in which case you can develop forms and compile, but cannot run locally. I am currently doing this as I could not get the full-blown installation to work.
You'll need to copy up the .fmb files to the application server and compile them there.

It looks as if Oracle (the company) is doing everything it can to reject people from using Forms.

Remember 6i? You put a CD into the computer, installed the product and was ready to use it.
10g? There was the OC4J instance which made it possible to develop and run a form on your own computer.
12c? A full-blown installation of Weblogic on my own computer to run a form? They must be kidding!

It surely seems that way, but it better not be. It's my livelihood. They can do it after I retire.
