Hello every body,

is there any way to prevent user to acces via some specefic programs ?
or to limit the set of programs (tools) that are allowed for user to connect the database ?

You don't state what Oracle version. However, look up LOGON TRIGGER in the Oracle documentation.

no

yes, have boss issue policy that says anyone caught using unauthorized software will be summarily terminated.

Best method is to make it a policy / do not install those tools.
The logon trigger can be easily bypassed by just renaming the
doNotAllowthisTool.exe to allowthis.exe in OS.
